What to do when glue is in leg hair?

My family and I were reflooring our apartmnet. We had to apply Cork Underlayment Adhesive Glue to the floor. I accidently slipped in the glue and got it all over my left leg. My legs are very hairy and I made the fatal mistake of letting the glue dry. Now, no matter how much warm water or conditioner I put on my leg, the glue won't come off. What should I do??? I prefer not to shave it, but if I do...how??? Pulling out the glue individually hurts extremely and takes a long time to do. Please help, the glue is very irritating because I cannot wear any pants over it.
